Nautica Superyacht

The increase in the number of super-yachts being built and the forecasts indicating a steady growth in the demand for these large boats, thanks to the rising number of HNWI's, High Net work Individuals - in a few words billionnaires and ultrabillionaires - have led to a strong focus on this field in many countries. This building activity, which started up and has prospered independently, often notwithstanding political ideologies to the contrary - as was the case in Italy - suggests that attentive governments should develop new attitudes and become more open-minded than was once thinkable.
One aspect is that it could, at least in part, replace the jobs lost by technicians and workers specialised in steel and alloy constructions when, over a period of only a few years, the large shipyards closed down and most the work went to up-and-coming countries, mainly in Southeast Asia, where labour costs are extremely low.
One Italian example can be seen in La Spezia, where the town and provincial councils and the Ligurian Regional Council are attempting to divert all the possible financial and infrastructural resources towards leisure craft, encouraging them to replace the shipbuilding industries that no longer exist. This makes three countries in Europe that are trying to play this card: England, Holland and Italy.
Great Britain can count on its traditional leadership in this field and on the important role played by its captains and chief engineers, as well as sailors specialised in ship's electronics, giving the country a ruling hand. They were unchallenged by the Dutch, who in any case boasted leadership in building leisure craft, with the Germans close behind them. But then something unexpected happened.
An outsider appeared on the European scenario. In only a few decades Italy has taken the world lead in building super-yachts, beating even the United States. At the time, the low value of the lira against the dollar definitely lent a hand to Italian sales, even when the boats being made inspired scepticism in terms of their quality, not to mention delivery times. But then, groups such as Azimut, Ferretti, Rizzardi and Fipa, and yards such as Codecasa, Perini, Rodriguez, Baglietto and many others, bridged the gap to become respected players.
The next move by the British, with the agreement of the Americans, was to invent the MCA, the British Maritime and Coastguard Agency, which issues super-certificates, paying special attention to the problem of fire-prevention and the fire-proofing of structures. This initiative had been originated by the demand on the part of a number of marinas housing multi-million dollar boats - a fire on a boat can spread to those surrounding it and send hundreds of millions of euros up in smoke in a few minutes - and subsequently became part of the British standards for super-yachts in the chartering business.
It is no coincidence that many of the materials required can only be purchased in Great Britain. Not only. Compliance with the required standards increases the costs of boats considerably, and all this turned that country into the arbiter of the industry. Boats can be built anywhere, but MCA certificates can only be obtained in Great Britain.
The Dutch, who - as you can read in this issue of "Superyacht" in the opinion column - could not allow this subjection in terms of officers and crews to overflow into building as well, promptly took steps and began to offer a package consisting of leisure craft complete with certification equivalent to the British MCA (but less strict when it comes to the way in which the same results are achieved), no VAT on the purchase and other facilitations for the crew, guaranteed to be trained in the technical niceties of super-yachts. This offer is bound to attract a large number of owners.
How will Great Britain and Italy respond? Thanks to a long effort of persuasion on the part of Ucina, Italian shipyards have managed to obtain regulations that offer the owners of super-yachts VAT-free purchases and special tax treatment for the crew, if and when the craft is entered in the Italian Register of Merchant Shipping, provided the craft is used only for chartering. But because of the usual slowness of the Italian Government, the regulations have not yet been issued.

"Superyacht" is an editorial project of "Nautica" magazine, addressed to all professional and amateur members of large boats worldwide. A reference media for all leisure boating operators which is already an opinion leader. Created as a section of "Nautica" it has rapidly become a successful supplement and now it is a separate international English edition with 30.000 copies circulation. It will be distributed on a worldwide basis in the main marina, in the most important international airports and in the major newsagents in the capital cities. It will be published at least three times per year with issues in January, May and September. An order form is available to subscribe to the english edition. The Italian edition will be enclosed within the usual 50.000 copies of "Nautica". The secret of the success of "Superyacht"?
