EC certificate

A Finnish family purchased a SeaRay from an English broker and paid 50% advance.
Before the transport to Finland, it appeared that the EC plate/numbers were falsified.
As the seller is extremely slow to resolve this matter, could you suggest us what to do ?

Why would the EC plates be falsified? Is there any other proof of conformity, like a paper document? (usually in of the owners manual)

The other important question of course is, if the payment is made to an independent escrow account?
We make use of an escrow account of a lawyer here in Portugal. Both buyer's and vendor's money are perfectly safe. If there is proof that the yacht doesn't have the qualities described in the contract, or the qualities that may be expected of her, a lawyer will promptly refund any downpayment on the ground of non-comliance to the contract by the vendor.

Is the seller a memeber of any recognised boat trade group or organisation that you can contact?
