Help!! Sailing Boat Dutch Design RADIUS 4.7 1996 ...EHHHH?? ever heard about this

I would like to start sailing and i found this dinghy at a bargain price i think!!! has anyone experienced experienced sailing this dinghy. The seller told me its a Sailing Boat Dutch Design RADIUS 4.7 1996 Australian Skiff design - Very fast and exciting 1 - 2 persons sailing dinghy - is made to plane.

question: is it good for a beginer like me or very difficult to handle?
question: Plane means cant be sailed with little breeze?
is it ok with sea sailing? as in malta we have no lakes

Any suggestions please. Cant afford spending money on potential disasters.
