DO I NEED A SAIL NUMBER

I have recently purchased a tonic sailing dinghy with no sail number. I have been in contact with the RYA and was told it only needs a sail number if I use it for racing, but can I use the dinghy in the uk coastal waters without a sail number? I went to two different lakes in my area and one sailing club did not need a sail number or insurance and the other said the sail number is the same as the hull number, but he didn’t seem convinced him self. Can anyone help with the correct info, please?
