Low speed boat

My boat was a jet boat. For some reasons I must replace the engine by a outboard engine,
The boat is too slow now. When a try to use all engine power the stern comes up but the speed remais almost the same it reachs at 50% of the force,
What to do to solve this?
I shifted the engine 1 foot forward but the problem remains

is it because the prop is now sitting too low in the watere? is it a short or long shaft you have fitted?
