87 thompson inline 4 cyl bogging out

i have an inline 4 cyl 165 horse merc tha when i am cruising at 4000 rpm or more it will evetually start to runn out of power it sounds like it is running out of fuel, when i back the throttle down to about 3000-3500 rpm it goes away. I have checked the fuel filter and water seperator. any suggestions
