Seamanship / Navigational qualifications

I intend to buy a motor cruiser - 'Nelson 34' or similar, as a liveaboard with the option of some deep water cruising i.e out of sight of land. Now, I feel confident that my navigational and seamanship skills are adequate for such a vessel but I have recently heard that it is necessary to obtain certain qualifications before I am legally allowed to do this.
I would much appreciate any comments or advice that any of you may have.
