Mercury 60 Bad regulator

What would make a voltage regulator burn up? Started up for first time this season and she ran real rough. Shut it down to check ignition and plugs and found regulator completly fried. Is this caused by a short, no fuses blown.
Or is it a bad regulator. Would like any input before I install a new one.
