Sterndrive shifting at low RPM

Have a Alpha One stern drive that will not shift until I rev up to at least 800 RPM. Is this normal ? I prefer to maneuver at lower revs when docking Can this be remedied ? I have the drive removed from the boat for the winter to check out a water in the oil problem. thanks Harry

Check fluid level. Low level may need to be pressurized by higher RPM.
