Monterey 262 lacking top speed

Hi there
I am the (still) happy owner of a Monterey 262 cruiser from 2001.
My top speed is only a dissapointing 22 knots!? at 4000 rpm on the engine.
Prop is a 14½x16 four blade Wortex (original was 15X17 three blade). Engine is a 5.7 EFI with 260 hp and an Alpha drive with gear ratio 1:1.47.
Trimming the boat with all the skills i have has not helped.
Something must be terrible wrong here or???
