Mariner 75 hp 4 cylinder bogging down

Is anyone able to help me with a problem I have with a 4 cylinder Mariner 75hp engine. Generally it starts fine and runs smoothly low down but when on full throttle its almost as if its either over or under fuelling. If yr kwik you can back off slightly and catch it in time b4 it bogs out so much it stalls. Towing a load is even worse and any more than half throttle and it splutters. I have cleaned carbs, manual pump diaphragm and even fitted an electric pump but still no better. As it is not limited to one or a pair of cyclinders i am inclines towards fuelling issues b4 the carbs, ie pump or line blockage but all seem ok. Float heights are my next investigation and I assume these will be set parrallel to the mating surface. Does anyone have any thoughts on this. I sort of ruled out the magical electrics part as it seems to run ok on all but full. The other idea was a coil but the likelihood of both down is slim and the motor is not misfiring or uneven.....HELP
