What is on the hull of our boat?

Pulled our power boat out of dry storage yesterday, and noticed a darkened area midway along the anti fouling section of the hull. It is not blistering and only appears halfway down one side of the boat. When you touch it, it comes off as a grease like residue and it didn't response to power washing. It is only a 5 year old boat and we have applied/touched up with Bottom Kote each spring and this grease was not present when we put the boat away for the winter. Any suggestions what it might be, caused by and how to remove?

Two possibilities, 1 mold and 2 copper burn. Scrub affected hull with bleach water if black disappears sand hull lightly and repaint. The second possibility would involve electrolisis and would neccesitate batteries left hooked up over winter?

USE A MULTI-SEASON PAINT LIKE sUPER sHIPBOTTOM
