Head Problems

I have a PAR Manual Marine Toilet on my 87 Bayliner. I just put her back in the water after 5 years of drydock. The pump on the head will not bring in the seawater to the bowl, but will push out the material to the holding tank. I have contacted several parts distributors with no luck. Can anyone tell me how these toilet pumps work, and any help would be appreciated.
