black spots on side of boat

has anyone ever noticed what seem to be small black droppings on the side of your hull? They aren't flat like spider droppings - they seem like tar drops the size of a tear & they are a hard consistency. If you don't remove them quickly they leave a yellow mark behind which comes off with a scrub brush.

We cruise the Great Lakes & run into this problem every year.
