2007 50 horsepower Mercury Outboard

Hey guys, so I have my 50 horsepower mercury outboard engine, it's brand new only has about 25 to 30 hours in the water, and the problem is that it turns on just fine but then it starts sputtering and sometimes turns off. It's not the carburetor because we just cleaned them out, and the spark plugs are new as well. I'm thinking it's the pumps that mixes the oil and the gas, so maybe if I remove one of the pumps, and just directly mix the gas and oil together, it should work fine? Thanks for the help.
